  2. not to choose sides in a war. Certain states,
  3. notably Switzerland and Austria, have opted
  4. for permanent neutrality. Neutrality always
  5. has a legal connotation. In peacetime,
  6. neutrality towards the big power alliances is
  7. called nonalignment (see nonaligned
  8. movement).
